Hitachi Rail, Modern Slavery Statement 2018 - 2019

Hitachi Rail Europe Limited (“HRE”) recognises the importance of identifying and preventing the action and causes of modern slavery in our business and supply chain. This statement, our third made under Section 54 of the Modern Slavery Act 2015, sets out the steps we have taken to prevent modern slavery and human trafficking in our business and supply chain in the year to 31 March 2018.

Our Business

HRE is a wholly owned subsidiary of Hitachi, Ltd. and is headquartered in London, UK.  We are a total railway system supplier offering rolling stock, traction equipment, signaling, traffic management systems and train maintenance services.  Our operations include a rolling stock manufacturing plant at Newton Aycliffe, County Durham and a number of train maintenance centres located around the UK.

HRE’s revenue was approximately £1,347 million in the financial year ended 31 March 2018, and it employs over 2,100 people in its offices, manufacturing plant and train maintenance centres across the UK.

Our Supply Chain

HRE’s supply chain comprises other Hitachi Group companies as well as external suppliers.  The contribution of our Hitachi Group companies is significant in terms of the overall value of products supplied to HRE.  In addition, we have approximately 150 active vendors supplying rolling stock and service and maintenance materials, as well as the other vendors that provide supplemental equipment, consumables and services.

Our Policies

We are committed to conducting business ethically and to minimising the risk of slavery or human trafficking in our own business or in our supply chain as much as possible.  We have in place a number of HRE and Group policies addressing issues relevant to slavery or human trafficking, including:

  • the Hitachi Group Codes of Conduct;
  • the Hitachi Group Human Rights Policy;
  • the Hitachi Rail Group Supplier Code of Conduct;
  • the Hitachi Rail Dignity at Work Policy;
  • written employment practices and procedures which ensure fair recruitment and treatment of employees;
  • a written whistleblowing procedure to encourage employees to report concerns of malpractice, which would include any concerns related to slavery and human trafficking issues.

Our Progress to Date and Future Plans

During the last financial year, HRE has taken, and plans to continue to take, the following steps to address the issue of modern slavery within our business:

  • we have engaged directly with 50 members of our supply chain (based on highest spend) to convey HRE’s anti-slavery commitment and to gain understanding of the measures taken by them to prevent modern slavery in their business;
  • we have carried out a process of mapping our supply chain and assessed areas of potential risk for modern slavery.  Based on the results of this evaluation and the due diligence programme we are putting into place in relation to our suppliers, we are currently performing further targeted risk assessments and revising our strategic sourcing plans to reflect issues found;
  • our contract templates have all been updated to include specific provisions relating to offences under the Modern Slavery Act 2015 and we have been rolling this out to our suppliers and will continue to do so;
  • we drafted our Supplier Code of Conduct and will launch this with our suppliers and make it available on our website.  Compliance with the Supplier Code of Conduct (including supply chain accreditations) will be required of all suppliers and is intended to be included by reference within all our contracts;
  • we are developing a Modern Slavery policy which we plan to roll out internally and share with suppliers for their compliance;
  • we have identified those HRE employees who require targeted training on human rights and modern slavery (predominantly, our procurement, sales and legal teams).  We are developing a programme to improve awareness of these issues and intend to implement mandatory online slavery and human trafficking awareness training into our e-learning programme.

This statement is made pursuant to section 54(1) of the Modern Slavery Act 2015 and constitutes HRE’s anti-slavery and human trafficking statement for the financial year ended 31 March 2018.  It has been approved by the board of directors of Hitachi Rail Europe Limited.
